Introduction to Uganda PVoC/CoC certification

In accordance with the Uganda national bureau of standards act 327 and the customs clearance inspection regulations, the ministry of foreign trade and tourism of Uganda conducts pre-export conformity assessment of products imported into Uganda at the country of origin. The programme aims to reduce the amount of non-conforming products imported into Uganda.The implementation started on June 9, 2010. The scope of implementation is to assess whether the controlled products meet the standards of Uganda or other standards and technical regulations approved by the bureau of standards. Except for the products imported to Uganda from Kenya, Tanzania, Burundi and Rwanda, all controlled products shall be subject to mandatory assessment.

Uganda PVoC/CoC certification control scope

Controlled products: products under the prohibited product catalogue and exempted product catalogue are not under the control. The products under the control of Uganda's pre-export conformity assessment scheme include the following categories:

1. The toy

2. Electrical and electronic products

3. Automotive related products (such as automotive glass, starter batteries, tires, etc.)

4. Chemical

5. Metal materials and gas appliances

Textiles, leather, plastics and rubber

Furniture of 7.

8. Paper and stationery

9. Labor protection products

Uganda PVoC/CoC certification process

1. The customer shall provide samples, fill in the application form (download on the right), and provide the commercial invoice, proforma invoice and packing list to our company;

2. Our company will submit the test report, application form, proforma invoice, packing list and product photos to the auditor;

3. After passing the audit, arrange the inspection time and prepare for the inspection. After passing the inspection, the customer shall provide the final packing list and invoice for final confirmation.

4. After the above is correct, our company will provide the draft certificate confirmation, and the client will confirm the draft certificate. If the draft certificate is correct, the case can be concluded within 2 working days.

The client confirms the draft certificate. If it is correct, the case can be closed within 2 working days.

Uganda PVoC testing can be done in three ways:

The ROUTE A: cargo Inspection and product testing (the Shipment Inspection and Certification), the way way is mainly suitable for small amount of annual exports Uganda exporters/manufacturers (generally not more than three times), the ROUTE, A of the the goods transport to Uganda must be conducted before Shipment product performance test and field test, to prove that the product is in conformity with relevant standards, basic product requirements or manufacturers specifications.This method is applicable to any trade body.

ROUTE B: customer application for Product Registration and Shipment Certification this approach is mainly applicable to exporters/producers who export more frequently and with a relatively single variety each year.Registration is valid for one year.Registered products are exempt from mandatory testing at the time of shipment, and the certification process is just a basic field inspection.However, during the registration period, random testing of registered products will still be required to ensure product compliance.

ROUTE C: this method is suitable for factories.

Uganda PVoC/CoC certification matters needing attention

1. Label: model number (must be consistent with packing list/proforma invoice)

2. Label: marked "Made in China" of country of origin

3. Use less English for labels and instructions (if any)

4. If the product is marked with expiration date/shelf life, the goods should arrive in Uganda before the expiration date (75% shelf life remains after the food arrives at the port).

5. The rated voltage of the product connected to the main power supply (if there is a plug), or the rated voltage range shall include 220v 230v or 240V.UK type plug is required or equipped with UK standard plug converter.

6. Rated frequency shall include 50Hz.
